I learned about the following article from an email from the Lakeshore Planning Council. I am not a member of the latter group.

A Sept. 3, 2017 Toronto Star article is entitled: “There are plan-making cities and deal-making cities. Guess which Toronto is? When it comes to urban planning, the city relies on horse-trading. It leads to disputes such as the one involving rich Annex residents.”

It’s a good article. I hope you get around to reading it.
